State law requires that each unit of local government adopt and operate under an annual balanced budget for the general fund, each special revenue fund, and each debt service fund in use by the local government. The City of Griffin adopts, by resolution, an annual balanced budget for each fund required by state law as well as an annual balanced budget for each enterprise fund and each internal service fund in use by the City.
