NPDES Program

The National Pollutant Discharge Elimination System (NPDES) permit program controls water pollution by regulating point and nonpoint sources that discharge pollutants into waters of the U.S. The Municipal Separate Storm Sewer System (MS4) stormwater discharge permit establishes guidelines for municipalities to minimize pollutants in stormwater runoff. The MS4 program requires local governments to establish a comprehensive stormwater management program (SWMP) to control stormwater pollution and discharges to state waters and eliminate non-stormwater discharges from entering the stormwater system to the maximum extent practical. The City of Griffin is considered a Phase II community under the MS4 permit program and Griffin’s SWMP is required to consist of the following:
1. Public Education and Outreach
2. Public Partnership / Involvement
3. Illicit Discharge Detection and Elimination
4. Construction Site Runoff Control
5. Post-Construction Runoff Control
6. Pollution Prevention / Good Housekeeping
