The Planning & Development Services Department is the starting point for all development within the city limits. Its mission includes the development of plans and programs that result in thriving and livable neighborhoods, predictable land use permitting processes and enhancing economic development opportunities.

Planning & Development makes recommendations and suggestions to the Board of Commissioners, Planning & Zoning Board, citizen advisory groups and other agencies on comprehensive land use policies and plans, zoning recommendations, special use permits and subdivision regulations. The Planning & Development Services Department is also directly responsible for the administration of the Unified Development Code.

Planning & Development Services consists of seven interrelated divisions: Archives, Building Inspections, Code Enforcement, Historic Preservation, Occupational Tax & License including Camera Ready, Permits, and Planning & Zoning. These seven divisions are managed by the Director of Planning & Development Services.

Responsibilities

  • Review and approve plans for development for compliance with all applicable codes and ordinances.
  • Perform inspections on all structures to insure compliance with all International Building Codes and other City/State requirements.
  • Reviews completed applications for consideration of changes to ordinances, rezoning, variances and special uses by the Planning & Zoning Board.
  • Maintains the City’s Comprehensive Plan, Land Use Map, Zoning Map, Zoning Ordinances and other official planning documents and ordinances.
