The city maintains the public stormwater system that collects storm runoff and conveys it to a discharge point. This system consists of pipes, storm drains, curbs & gutters, and streams. Stormwater runoff can cause flooding to public property and erosion to local streams, resulting in unstable banks. Maintenance of this system includes routine inspections and addressing issues through cleaning, repairing, stabilizing and replacement of these components as needed.

Extent of Service (EOS)

The EOS addresses where services are performed and lays out the policy of what situations that rainfall and the resulting runoff will be managed at public expense.

The Federal Phase II Stormwater regulation, 40 CFR Part 112.33 requires all small municipal separate storm sewer systems (MS4) to apply for a permit under the National Pollutant Discharge Elimination System (NPDES) for discharges from its storm sewer system. The permit also mandates that each municipality develop and enforce a stormwater management program (SWMP) and implement the best management practices (BMPs) which reduce pollutants prior to their discharge into the storm sewer system.

City of Griffin’s SWMP is administered by the City of Griffin Stormwater Division (SW) and is funded by the Stormwater Utility Fee. SW will inventory and provide operational and maintenance service on elements of the MS4 that are: (1) within the City of Griffin; (2) outside of the GDOT road right-of-way; (3) not on commercial and/or industrial property.

The extent of service provided to areas of the MS4 will vary dependent on the property type on which the area services. See Table 1 for details.

Additionally, SW will make efforts to collaborate with citizens to resolve drainage issues in areas directly impacted (i.e. downstream) by the MS4, in some cases doing work on private property on a case-by-case basis. In these situations, approval must be given in writing by both the property owner and the Director of Public Works.
